The Directive on the energy performance of buildings (EPBD) is the Directive 2002/91/EC (EPBD, 2003)^[1] of the European Parliament and Council on energy efficiency of buildings. The Directive came into force on 4 January 2003 and had to be implemented by the EU Member States at the latest on 4 January 2006. It was inspired by the Kyoto Protocol which commits the EU to reduce CO₂ by 8% by 2010, to 5.2% below 1990 levels. The directive came into force on 4 January 2006 and requires member states to comply with Article 7 (Energy Performance Certificates), Article 8 (Inspection of boilers) and Article 9 (Inspection of air conditioning systems) within three years of the inception date, the deadline being 4 January 2009. In the UK this directive was enacted in Part 5 of the Housing Act 2004.

EPBD Buildings Platform[edit source | edit]

The EPBD Buildings Platform had been launched by the European Commission in the frame of the Intelligent Energy – Europe, 2003-2006 programme, as the central resource of information on the EPBD.^[2]

The Platform comprises databases with publications, events, standards and software tools. Interested organisations or individuals can submit events and publications to the databases.^[3]

A high number of Information papers are relatively short (typical length of 2 to 8 pages). Their main purpose is to inform a wide range of people of the status of work in a specific area.^[4]

A helpdesk with list of frequently asked questions and the possibility to ask individual questions.^[5]
