高齢化社会という用語は、テンプレート:jdateの国際連合の報告書において、当時の欧米先進国の水準を基に、7％以上を「高齢化した (aged)」人口と呼んでいたことに由来するのではないかとされているが、必ずしも定かではない。一般的には、高齢化率（65歳以上の人口が総人口に占める割合）によって以下のように分類される。
高齢化社会：高齢化率7%～14%：1970年
高齢社会：同14%～21%：1994年
超高齢社会：同21%～：2007年
